Nominate Artem Barger as a Fabric maintainer

I'd like to suggest that we nominate Artem Barger to become a Fabric
Maintainer.

Notwitstanding the fact that Artem, while being the technical lead of the
gossip-squad, has also been actively contributing to other parts of the
Hyperledger Fabric project, beyond the scope of gossip component. This
includes improving the interaction with the peer CLI, the communication
between the gossip layer & the ledger committer, while at the same time,
greatly helping to improve Fabric's test-coverage, verify-ing the latest
build/code/commits and, more often many many code reviews.

I believe that the Hyperledger Fabric project as well as the maintainers,
will benefit from Artem's mature decision-making capabilities along with
his experience in working on other open source projects and his ASF
community efforts.

It is my hope that you would agree.
