Nominate Jiang Yaoguo as maintainer

Murali nominated Yaoguo of Huawei to become a Fabric
maintainer in https://lists.hyperledger.org/pipermail/hyperledger-fabric/2017-June/001208.html

I think that the nomination is well deserved. His help at the
beijing Hackfest made clear that his leadership extends beyond
just the work on chaincode, but also the evangelism and general
technical help in the China Technical Working Group.
