WebObs version 2.5.3

This is a patch for release 2.5.3 with following fixes:

fix an issue with Sefran/MC event amplitude display/edit
some updates for gnss shell scripts (will be documented in next release)
start to adapt some Matlab functions to GNU Octave
other minor fixes
