request: implementing FDSN-XML "quality" parameter

I understand this has not been implemented in SC3 but are there plans to include it in future (e.g. SC4) code/schema? If not please consider this a request.

We have a fair amount of corrupted/unpublishable data but would like to give advanced users the option of accessing it easily.
