PDF upload broken

Favicon uploads are now working under multiple situations, both in Firefox and in Chrome but PDF uploads remain broken in Firefox (see below).

Separately, any uploads on Heroku will fail since we currently store files locally and those changes are wiped when Heroku spins up a new instance. Paperclip / S3 support is possible but I'm going to move that to a separate issue.

The Art admins are currently unable to update the favicon in PROD. I've been able to update the favicon myself, but when they use the same file as I did (sent via e-mail) they get an error (see below). This isn't immediately critical but needs to be fixed before export.

CNR on development, going to try on prod though idk why that would change anything

Were you checking as a superuser or as an admin? I was able to upload favicons without an issue, but when they tried to do it (with the same file) it failed. I was going to go into the Rails console to manually change my user role and see if that changed anything, but if not we can probably close this.

Hm, I was working as a superuser though again that shouldn't have changed anything

I know, hence why the original issue was so weird. Granted, I wasn't physically logged in as them so I don't know for sure what was going on; if we can't replicate as admins then we can close this.
