Announcement Links

It's been requested that we allow admins to put links in announcements. The easiest way to do this would be to just use Markdown for announcements instead of sanitized text. We'd also have to add the Markdown help box to the new announcement form. Sticking this in v4.0.1, it should be a relatively quick fix. We can try to back-port to v3.4.8 if there's time.

PR's issued, v3.4.8 changelog updated in the #1017 branch for v3.4. We need to remember to update the v4.0.1 changelog with the same changes (see #1002).
