Cannot destroy Equipment Items via Admin panel

This has only been seen on v3.4 but I'd like to note it for investigation on master. Since we're using permanent_records for soft-deletion of certain objects, the "Delete" links in Active Admin don't work. We should see if this is also an issue with Rails Admin and figure out how to fix it.

I was able to replicate this. Steps:

1. Have equipment items in the DB.
2. Go to /admin/equipment_object/:id/delete
3. Confirm
4. Go to /equipment_objects/:id and note that the item was merely deactivated, not actually destroyed.

I'd imagine there's a way to fix this (e.g. pass #destroy(:force) instead of #destroy), we'll have to look into the guts of Rails Admin though.

Got stuck working on this, got most of the way. I wrote a custom action (basically copied the existing delete action) that optionally calls delete(:force) if the object has the deleted_at field. Unfortunately, I can't seem to get the routing set up properly; it's only creating the GET route and not the DELETE route even though the code is the same. For reference see here and here.
