Report for Reservations returned overdue

Via feedback form submission:

Hello. I am trying to find a way where I can either view a report or generate a view that shows me which transactions were actually returned overdue so that I can charge late fees accordingly.

This is actually surprising to me - I thought we'd have a tab for this in the Reservations index but we don't, just all returned reservations. You can kinda get this information by browsing the relevant reports / subreports, but we should make this much easier to view. Maybe adding an additional report type?

We could just add another tab to the reservations index page, I think there's already a scope for returned overdue anyway

That scope is currently broken pending #462, but implementing this in the reservations index would be fine.
