Make equipment model list page more informative for patrons

I would allow the availability counts and badges to be visible to patrons. Alternatively disallow patrons from viewing this page

10/12 - Created the desired functionality (the table for "patron" is the same as to "checkout user") and did manual testing. Next on the agenda is to create an automated test.

@alex-kogan once you're done with the tests, you can look into our use of the CanCanCan authorization gem. The file that determines user permissions based on view_mode is app/models/ability.rb, you can review that to see how we've specified permissions in the past and see if there's an existing permission we can hijack or if we'll have to create our own.
