Authentication initializer not actually working

Turns out my authentication initializer fix in #1282 doesn't work - figured this out while testing #1127. I can push a quick fix now; not sure if I can test it since the initializer will have already run when the test suite starts up. Whoops!

This also would have prevented us from catching #1320 since it would have appropriately copied the cas_login parameter into the username column when Rails started.
