Make the seed script generate every possible reservation 'type'

Occasionally manual testing is dependent on the type of reservations the seed script randomly generates -- this is annoying. We should change the seed script so that it produces every possible state of a reservation if it is run with no reservations in the database. This is also only applicable for development work, so it should only happen when `minimal` is set.
