Cannot create new user with CAS?

I noticed when creating a new user, I received an error with a notice at the top of the page, “Please review problems below:” however, nothing is highlighted or indicated as to what the problem is. In fact, the system does not seem to allow me to create a new user.

Verified on v5.5.1-rc1, let's debug and get this fixed. Don't forget to set CAS_AUTH=1 to simulate CAS authentication and reset your db so that you can log in as a superuser.

Ok, simple logic fix in the UsersController. Not sure about writing an integration spec since it's only for CAS, I guess I'll try a controller spec.

It works :-). In principle it means we should run our entire controller suite with both CAS and non-CAS (at least where users are concerned), but for now we'll leave it. Opening a PR now.
