Slim #app_setup for feature specs #1617

Description
Many feature specs don't use everything created by the app_setup method -- it should probably only create the AppConfig and an admin user in order to pass ApplicationController#app_setup_check. The other objects should be created on an as-needed basis in individual feature specs in order to speed up our test suite.
