Blackouts Unable to be Created with No Conflicting Reservations

A client reported being unable to create a blackout period even with no reservations starting or ending between the blackout dates, only with reservations that overlap with the date. I was able to reproduce the issue by creating a reservation and then attempting to create a blackout date. See Images.

One of our other clients also had this bug so increasing priority to 5.

Ouch, I think these were mine, sorry about that! It should hopefully just be a matter of updating the scope / query object used to identify reservation conflicts, and we should also make sure that's it restricted to Hard Blackouts as well.
