Reservation Section Headers are Out of Order

Scrolling down any page with reservations.

I think it'd be slightly more intuitive to have the bars scroll in order of categories (aka put "pending reservations" in the tab before "items."

On the equipment models pages, if you scroll down the section headers are out of order with the headers in the nav-bar. It should be a relatively easy fix to rearrange them.

It seems that the Description and Details headers are in order, but "Items", "Procedures", and "Pending Reservations" aren't. I'm going to change the order of the section headers to match the navbar but leave the navbar intact for now.
