Upgrade Bootstrap

Bootstrap 2.1 just came out, and it adds some awesome new features! (Especially the affix plugin, which we can probably use to replace jQuery.sticky). We're just waiting on it to be translated to SASS in bootstrap-sass.

We're way beyond this (bootstrap-sass is at version 3.1.1 at this point). Not sure if simply upgrading will break things, this should be investigated both in terms of upgrading issues as well as potential to improve performance / refactor.

This is sort-of high priority; bootstrap 2 uses methods/calls that are not broken, but give deprecation warnings in rails 4. It will break a lot of things, but maybe it's time for a redesign anyway ;)
