Overdue Equipment Email After Checkin

Currently we get an overdue email every day an equipment wasn't turned in, but we don't get an email once it's turned in.

Upon equipment checkin, if there is a fine, send a special additional email.

Who actually should be receiving the email? Is it the person who checked out the equipment or an administrator or who?

I think admins should get the email notification after an overdue item is turned in. However, it's still valuable for patrons to get an email noting the total overdue fine, not just the fine per day. Since Reservations already calculates the total fine, this can be something admins include in the overdue checkin email.

Is there relevant code somewhere? Has this been tested?
