Feature request: create application-wide announcements

Announcements are currently only associated with a hard or soft blackout. It would be useful to allow admins to add a notification for any service-related announcement.

Note: We have this feature set up, we just need to add an admin interface to create them.

(Currently they can only be created by Adam in the console.)

Consider allowing admins to specify which pages the announcement will appear on.

Example: phasing equipment in and out.

Update: this is solved on the announcements_ui branch, but there is a lot of unnecessary code that has nothing to do with announcements. Because the commits are all mixed up, we're going to solve this by making a new branch (named after this issue) and literally handwrite or copy paste the code relevant to announcements from #447 to this new branch, make one commit, and merge to development.
