Replace Airbrake with Party Foul

They both do the same thing - catch application errors and send them to github, creating a github issue. They have a similar feature set, except party_foul is free and open source :)

According to the project page, we need to create a separate GitHub account to use with Party Foul so that we all get the e-mails. I'm going to try to create one with the team e-mail address, hopefully that will work.

Ok, GitHub account created, but I could only add it to the Team Leads team in the YaleSTC organization, so I'll need @caseywatts or @mnquintana to switch it over to the Student Developers team for security purposes. We'll also want to make sure it's not subscribed to notifications b/c it will majorly spam the reservations listserv.

Added the Party Foul GitHub user to a new team with write access to Reservations. But, does it even need write access? Or just read access?

Just an aside, but I don't think we were ever using New Relic, right? This is more of a replacement for Airbrake?

Yea, that sounds right. I completely glossed over that point, although I'll make sure to remove all airbrake references in this branch (see #610).
