Banned users: not actually banned

Result:
Currently on development, when acting in banned user mode, I can successfully file new reservations.

Expected behavior:
Banned users should not be able to create new reservations.

Chris reported this to us via email on the 11th, and per my investigations this is a replicable issue we should fix. :-(
