Streamline first/admin user creation on initial deployment

Currently, after rake app:setup has been run and am admin user has been created, they are the only user that can visit the app without a redirect loop due to or current before_filters. Let's see if we can avoid this by maybe setting the app to a temporary "hold" state until after the app settings have been viewed.
