Email links potentially broken

haven't tested this on release-v3.4 but confirmed it doesn't work on master. Since the link_to helpers only generate relative paths, the full paths given in emails won't actually go to the correct pages. I un-merged the partial fix on v3.4; let's also get the deployment script updated on our end and Mike can add the parameter to the script on his end. I'll work on this this week.
