[v3.4] Check out notes field filled with request notes

Currently, we force users to either enter a reason for their request or a justification for overriding validations (if they have such privileges); these reasons get added to the reservations notes parameter. On the check-out page, the text from the reservations request / creation is automatically populated in the notes field; this needs to be fixed.

I think this is fixed in master fwiw, should be a quick fix though.

Yea I thought so too, or at least it's fixed in a pending merge (I don't remember the status of our big ReservationsController overhaul)
