Limit carts to some number of equipment models to prevent cookie overflow

As per #995, we should set some hard limit to the number of equipment models that can be added to the cart to prevent the cookie from getting too big. The actual limit on models is over 300; I think we can reasonably limit the cart to 100, if not fewer (that's already a huge number of reservations to create simultaneously). Thoughts?
