Make sure setup docs are up-to-date

• Debian (if you're using Debian, you're hardcore enough to figure it out from the Ubuntu guide, since they're actually the same instructions)
• Add Windows setup (ie. setup a Linux VM trololo)

I currently have the Setup page indicating to use their guide for Ubuntu; if their guide for OS X is also adequate, we can outsource that and let GoRails take care of updating the guide, for us. :)

I added a note to the setup page for Windows users to "seriously consider" using Ubuntu in a virtual machine for Rails development (for Android dev, it shouldn't matter as long as they fix their line endings, right?), and a link to a VirtualBox setup guide for Ubuntu; is this sufficient? @caseywatts

I think they should be required to set up an Ubuntu VM - not just seriously consider it. IMO we shouldn't allow any code pushed from a Windows machine at all, given the number of problems it's caused for us in the past.

@mnquintana do you want to change the sentence to tell Windows users that they need to set up a VM? or why was this reopened?

Yeah basically - I think we should require them to set up a VM.

Do you want to push the sentence change? I don't want to mess anything up if you're currently editing the nav-menu ordering.

Hopefully if we get vagrant up and running we might be able to offer that as an alternative to running a full VM.

We should add something in the setup docs telling people to use this rbenv plugin to pull the Ruby version from the Gemfile.

EDIT After discussing with @mnquintana we should just use a .ruby-version file for simplicity
