Prometheus objects do not get reconciled

Prometheus only gets reconciled when a podmonitor is reconciled.

This causes several problems, for example, if you customize the relabeling with the config map, you manually need to trigger a reconciliation of the podmonitor. Similarly, if a prometheus is manually changed or removed, it wont be reconciled either.

We would need to change the current operator to make sure that such prometheus instances get reconciled upon changes.
