Outdated FFMPEG schema for XML

Hi,

I just noticed that the XML schema that is being referenced is quite outdated. On August 21, 2021 they switched pkt_pts and pkt_pts_time to new attribute names. Therefore, the QCTools xml files that I'm getting are failing validation. The links to the schema provided in the QCTools documentation and xml files are no longer in service. There may also be additional attributes that are out of date, but those are the two that have come up so far for me.
