v6 rlpEncode does not support Uint8Array

Describe the Problem

Although the rlpEncode function in v6 appears to support arguments that are Uint8Arrays, the type definition requires only nested arrays of strings. This should probably be broadened.

Added in v6.8.0.

There is now a RlpStructuredDataish (allows hexstrings and Uint8Array), which allows Uint8Array. When encoding, a RlpStuctureDataish will be accepted, but when decoing, a RlpStructuredData (all data are hexstrings) will be returned.
