Something wrong with the PHP algorithm?

How are the list of repositories compiled?
For example, this repository has 11 stars and 3 forks:
https://github.com/Heyula/testimonial
but didn't make to the list, while repositories that had much lower number of stars were listed. Just curious how the process works and what kind of algorithm is being used?
