Disable/ fix firmware download tests

These tests are currently broken/ flaky due to a bug in the Meshtastic site API.  Would be good to either fix or disable the unreliable tests so that the PR build can block on failing tests (there is another class of tests failing I haven't looked at).

Will file a bug on the api repo.
