Test with kubo 0.18.0

There appears to be some migration required between kubo (go-ipfs) pre-0.18 and the upcoming version 0.18 per ipfs/kubo#9417 . We should test compatibility in advance in anticipation of our internal testing w/ the new kubo to go smoothly.

Ping galargh, InterPlanetary Wayback (@ibnesayeed & I) would like to be added to the list of early testers.
