PHP: Remove support for "ReadOnly" backwards compatibility files

Now that Protobuf is going to be PHP 8.1+, and now that we're releasing a new major version with breaking changes. it's a good time to remove the code introduced in https://github.com/protocolbuffers/protobuf/pull/10320 and https://github.com/protocolbuffers/protobuf/pull/10041.
