Move MacOS Binary CI uploads to be universal2

Today, our CI only builds a x86_64 binary. Lets build a uniersal2 binary.

There was a lot of talk about it here: #2198.

Main dependencies:

• New pyinstaller (>= 5.0)
• MacOS 11 action runners more available
