Need system for volunteering to review and tracking reviewers in pool like JOSS #265

Description

JOSS has this wonderful page where people can volunteer to review: https://reviewers.joss.theoj.org/join

and then when conducting a review you can search by various topic areas and whatnot: https://reviewers.joss.theoj.org/reviewers

The code for that is here: https://github.com/openjournals/reviewers

and it looks pretty simple to run since it's just a rails application.

It would also be pretty cool to extend that to link to whatever we're using to track reviews/reviewers now so we could have yno like leaderboard where you can show all the packages you've reviewed as well as suggest reviewers who haven't done one in awhile.

This would be super good bc then it overcomes the problem of editors needing to plumb their personal networks for reviewers (and all the latent in-group effects that has), it gives a clean onramp for ppl to get involved, and it also makes finding reviewers easier!
