webhook not working

Trying to set up the snapcraft webhook via `Set up webhook` fails with:
```
The GitHub Webhook could not be created. Please try again or check your permissions over the repository.
```

@gavanderhoorn Could you look into extend my permission to allow creating webhooks in the repo? Currently, the `Settings` tab only provides a small subset of settings.
