Message for too early repeated request for the same wallet isn't informative enough (bug)

Testing Environment:

Windows 10, Google Chrome 73.0.3683.86 (64bit), 15.6", 1920х1080

Steps to reproduce:

1. Navigate to https://faucet.singularitynet.io/
2. Request AGI for your wallet
3. Wait for the moment when you will receive these AGI
4. Navigate to https://faucet.singularitynet.io/
5. Request AGI for your wallet once again

EXPECTED RESULT:

I think that the message should inform the user about the time when he / she will be able to make a new request. Also it's good to reflect such things in ReadMe.

ACTUAL RESULT:

User sees an error message "Something went wrong! Reason: Too early to make a new request"
