Extend the v_frame Frame API

[lu-zero]

• row_iter() for Frame: it would return a &[&[Pixel]], chroma slices can appear two times if the subsampling.
• tile_iter() for Frame: would provide a lightweight version of our current tiles machinery, decoupled from the encoder settings.
