Allow announcement sorting

Requested by UP, we should implement this with a drag/drop editor (see #250, #1506, etc).

We might want to consider a Sortable concern that we can share across all these models. It's a little tricky given that equipment can be deactivated, but we're doing this enough times that it would be nice to keep things DRY.
