Update link_to confirm for Rails 4

Via this SO thread, Rails 4 handles link confirmation differently. We noticed that it was broken while dealing with #803, all the link_to's need to be checked and updated accordingly.

After this is dealt with on master, we're still going to have to update #991 before merging.

We noticed that most blackout delete methods don't have delete confirmation (just the delete all does). This seems fine to us, just thought we'd make a note of it.
